The intervention saved O'Neil before Baxter's nanobots could reach her brainstem. With the help of the Utroms, the Turtles injected O'Neil with turtle versions of nanobots to stop Baxter's versions. It wasn't revealed until Volume 4 that, during the attack, O'Neil was injected by nanobots, which nearly kill her.
